About

I have spent much of my life working at the intersection of diplomacy, governance, and international development, guided by a deep commitment to Afghanistan and its place in the international community. In the early years following 2001, I served in the Presidential Palace in Kabul as Press Secretary and later as Chief of Staff to President Hamid Karzai. Those years were defined by the urgent work of rebuilding institutions and helping lay the foundations of governance after decades of conflict.

From 2004 to 2010, I served as Afghanistan’s Ambassador to the United States and non-resident envoy to several countries in Latin America, helping restore Afghanistan’s diplomatic presence abroad. I later represented my country as Ambassador to the United Kingdom and Ireland, and subsequently to the Russian Federation, working to sustain dialogue and cooperation amid the shifting realities surrounding Afghanistan.

Alongside public service, I have remained engaged in academic, policy, and advisory work. I have been affiliated with institutions such as Harvard’s Kennedy School and Johns Hopkins SAIS, and founded both Capitalize LLC and the Foundation for Afghanistan. I studied law and political science at Kabul University, pursued further legal studies in Germany, and later completed an Executive MBA in the United States. I speak English, German, French, and Dari.
